KATHY HOCHUL became New York’s first female governor today and vowed: “I won’t let you down.” The Democrat was sworn in at a brief, private ceremony in the New York state capitol at the stroke of midnight. “I’ll tell New Yorkers I’m up to the task,” she said. “I won’t let them down.” Her predecessor Andrew Cuomo announced he would quit two weeks ago amid a series of sexual harassment allegations against him.
